When trying to access the Jira Visualforce page user sees the following error.

This error message can appear even if the user profile has the Apex access class enabled, as mentioned in the following page - "Create Jira Issues" and "Associate" Buttons are visible to admins only).

This issue is usually related to users not having their profile enabled in the Security settings of the Visualforce Page as shown in the image below:

This can be fixed in the Visualforce page security configuration. In Salesforce, go to Setup > (on the quick find box)  Visualforce Page > 'Your_VisualforcePage' > Security as shown below:

Under JiraIssuesCasePage, add the profile of the users affected by this as shown below:
